The Dutch had some nice bands back in the late 80's. Defender, Hammerhawk, etc. Guess Hammerhawk got pretty well known for their collab with The Mentors though.

From Australia we had Virgin Soldiers (lead guitarist was also the sound engineer for a few Ignivomous releases), Taipan, Taramis and more that I can't think off the top of my head right now.

The Russian Blazebirth Hall thing has a lot of good releases, specially from Forest and Branikald.
I'm not sure what their rating or underrating is but they're great.
And in general, Russian and Ukrainian Black Metal is good.

Italy had a great scene, but most of the records are damn near impossible to find. Berserks, Danger Zone, Old Yron, Death SS, Dark Quarterer, dozens more good bands but these are my favorites.
