| Bands were just running amok in the 2nd half of the 90ies with Windows 95 painting tools. Guess some people thought this is "state of art" back then. |

Indeed, I'm quite sure this was not about budget, but the fact that the same guy did covers for NB back then. Most of them are the same quality as this one. |

Also, inside of Theli booklet there is an artwork that presents some atrocity looking like stoned liberty statue. |
